/sovereignty The Stretch and Fly Youth Business Garden is a grassroots garden initiative, that is part of the North Central Philadelphia Susquehanna Community Development Corporation established in July of 2014 by Tina Marie Russell. In the beginning of the NCPSCDC, the core efforts consisted of street cleaning initiatives, Veterans, youth mobilization, and mentorship. During these early stages, NCPSCDC began transforming vacant lots into public gardens and parks.
